You will need a heat pump permit in both residential and commercial buildings to:
- Install a new heat pump, including replacing an existing heat pump
- Install or replace heating and cooling systems with a different fuel type.
You will not need a heat pump permit to:
- Complete maintenance, repairs, or replacement of minor components of an existing heat pump.
Fees:
To submit your request, a non-refundable Application Processing Fee $83.72 is required. The fee is payable by Visa, Mastercard, American Express, or Visa Debit (2.2% credit card fee applies to all transactions).
Fees to review your application are due when the permit is ready to be issued and are charged on an hourly rate of $73.09 to a maximum of 5 hours. View the Fee Schedule.

A Development Permit may be required:
- Your heat pump application will automatically be reviewed to determine if a development permit is required.
- This review will confirm that the proposed work is consistent with environmental protection guidelines and any applicable form and character guidelines outlined in the Official Community Plan.
- You will be contacted if a Development Permit or additional information is required.
